During his research into creating a new race, Karlheinz decided that, initially, he would experiment on the various races around him. Setting up a special school (Ryoutei) unbeknownst to the rest of the world, he started these experiments. It was a world he would rule over as Japanese politician Sakamaki, Tougo. He eventually moved on from these experiments to experiment on his own family, leaving the town and its residents to their own devices. Now, seeing as Karlheinz may have a successful Eve in Yui, he's looking back toward this little school and small town to continue his goals of creating a master race.
